To Clear: Delete thumbs.db file (you must show hidden files first) To Disable: Tools -> Folder Options... -> View -> Do not cache thumbnails You may need to reboot after disabling.
Where should a galactic capital be? Permissions might prevent you from renaming, but I wouldn't expect the option to rename to be missing, just give an error (access denied most likely) when used.
